Parallel import goods published by the Russian Government

The list of goods (groups of goods), in respect of which the requirements for the protection of intellectual rights by the right holders (patent holders) of products that have been put into circulation outside the territory of the Russian Federation do not apply, was published on the official Internet portal of the legal information in accordance with the Order of the Ministry of Industry and Trade of Russia registered in the Ministry of Justice of the Russian Federation on May 6, 2022.

The parallel import mechanism, which means legalization of the import of goods into the country without the permission of the right holder, starts working as of the above mentioned date.

The list of goods for parallel import includes more than 50 groups of goods which are necessary for the functioning of production and also a wide range of consumer goods of certain brands, as well as the whole category of goods. It ranges from car parts and construction materials to cosmetics, electrical equipment and textiles.

From now on, customs authorities must verify the Foreign Economic Activity Commodity Nomenclature (FEACN) codes and brand names with the order of the Ministry of Industry and Trade.

Parallel import does not mean permission for the import and circulation of counterfeit goods in the Russian Federation – the products must be legally put into circulation in the country from which the import is carried out.

The Ministry of Industry and Trade is expected to remove from the List the goods for which local production or import into Russia is continued or resumed by the rights holders, and to add to the List the goods that become unavailable in Russia.
